Tuesday night.

Water levels along the mid and upper tidal Potomac continue to run
3 to 4 feet above normal... except near Georgetown where departures
were in excess of 5 feet above normal. While departures will
decrease by a foot or two by the end of the day Tuesday... this
still places the area near or above thresholds for moderate
flooding. Therefore... the warning has been extended.

Look for water levels in Georgetown to be close to 10 feet at high
tide tonight... between 8 to 9 feet tomorrow morning... and
remaining above 7 feet tomorrow night. A water level of 10 feet at
Wisconsin Avenue will cause water to approach k street in
Georgetown near Washington Harbour. At 10.5 feet... water
approaches Independence Avenue at 17th street and the George
Washington Memorial Parkway at the Railroad bridge north of Reagan
National Airport.

Alexandria will crest near 6 feet mean lower low water again
tonight and tomorrow morning. Tidal flooding will continue to

The 22nd Annual Loudoun Arbor Day Celebration will be held Saturday, April 24, 2010, from 10 a.m. to 3 p.m. at Morven Park, 17263 Southern Planter Lane, just west of Leesburg. The family-friendly event will feature many opportunities for adults and children to learn about the countless benefits that are associated with trees.

This year's celebration will kick off with a parade at 11 a.m. followed by a ceremony featuring keynote speaker Jeff Kirwan, retired Virginia Tech Forestry Professor Emeritus; Tree City USA acknowledgements; recognition of the Arbor Day Poster Contest winners; and presentation of awards to students by Loudoun County Schools Superintendent Ed Hatrick.

Throughout the day, there will be many activities, exhibits and demonstrations highlighting the numerous uses and benefits of trees, including a unique supersonic air excavator demonstrated by Bartlett; a hazard tree demonstration by Davey Tree; a design exhibit, "Tree Preservation For Construction," by The Care of Trees; a large tree moving machine demonstrated by Shady Lane Tree Movers; and lumber cutting by a Wood-Mizer sawmill. There will also be vases and bowls being turned on wood lathes; a chance to learn proper tree pruning techniques; the opportunity to help plant trees to create a riparian buffer; and tree climbing with Arbor Artists.

The Hamilton Ruritan will be selling barbecue, crab cake sandwiches, hot dogs and other refreshments. With the exception of food and drink, everything is free including tree seedlings that will be given away by the Virginia Department of Forestry and the Loudoun Soil & Water Conservation District. Home Depot is conducting a "Kids Workshop" and providing free materials for children to build birdhouses. There will also be a chance participate in costume making prior to the parade when free materials will be provided at 10 a.m.

Loudoun County's Arbor Day event is organized by the Loudoun Arbor Day Committee to help educate children and adults about the benefits and importance of trees and to encourage tree planting. The poster contest has been a large part of the Arbor Day festivities since 1992. Posters are created by public school students from grades K – 12 based upon a different Arbor Day theme each year. This year's theme is "Barking Up The Right Tree?" The posters are judge and the top 50 posters will be on display at the event.

March 16, 2010 is Tornado Preparedness Day in Arlington County. Unlike hurricane season, there is no such thing as a "tornado season," and no part of the Commonwealth is immune from tornadoes. They can hit at any time of the year and at any time of the day.
There are two things that every family, business and organization should do to get ready:

1. Get a NOAA Weather Radio with SAME alerts.
2. Participate in the statewide tornado drill Tuesday, March 16, at 9:45 a.m.

“NOAA Weather Radios are the best way of getting tornado warnings,” said Bill Sammler, NWS warning coordination meteorologist. “A network of radio stations broadcasts weather data from the nearest National Weather Service office. When a tornado warning is issued, the Weather Radio sounds an alarm followed by information on where the storm is, which way it’s moving, and telling people in its path to take cover.”

SAME alerts stands for Specific Area Message Encoding, a feature that lets you program your radio for your area. NOAA Weather Radios are available at electronics and sporting goods stores, department stores, boating stores and online. They come in battery-powered models and many also have AM/FM band. Some have strobe lights for the hearing impaired. Prices start at about $30.

March 16 is also the state wide preparedness drill. Arlington schools, businesses and residents have an opportunity to practice their tornado safety plans. At the same time, the National Weather Service will be testing their public warning systems.

The general rule for tornado safety is "go low and stay low", which means go to the lowest level of the structure, away from windows and crouch in a low position with your head covered.

A tornado watch means current weather conditions may result in a tornado. A tornado warning means a tornado has been sighted. If a tornado warning has been issued for your area, you should take cover immediately.

The majority of tornadoes occur between 3 and 9 pm. Think of where you would normally be during that time…at school, work, home, or in the car. You may only have a few seconds to react. Decide NOW where you would go if a tornado warning were issued.

Tornadoes can occur with little or no advance warning. It is important to have a weather radio nearby so you can listen for tornado and other severe weather watches and warnings.

If the National Weather service issues a tornado warning for Arlington, your weather radio will sound an alert, indicating that you need to move to a safe area immediately.

Pre-set your battery operated radio to 1700 AM Arlington for up to date emergency information including weather emergencies.

Arlington County is participating in tornado preparedness with the Arlington County Office of Emergency Management, Arlington Schools, Arlington Chapter of the American Red Cross, the Citizen Corps Council, and the Community Emergency Response Teams. At 9:45 a.m., the NWS will send a "test" tornado warning on NOAA Weather Radio. This will prompt radio and television stations to broadcast a test message. Some NOAA Weather Radios will not automatically turn on when receiving a "test" signal, so participants should turn on their radios approximately five minutes before the start of the drill.

At 7:10 this AM a mountain lion was seen in the vicinity of 50 Roan Place in Woodside California. This is the third time in 10 days that a mountain lion had been seen in the same area.

If you see a mountain lion DO NOT APPROACH IT, especially one that is feeding or with kittens. Most mountain lions will try to avoid confrontation.

Here are a few tips:

Avoid hiking or jogging when mountain lions are most active—dawn, dusk, and at night.

Keep a close watch on small children.

If you encounter a mountain lion, do not run; instead, face the animal, make noise and try to look bigger by waving your arms; throw rocks or other objects.

We want to make sure that everyone is aware that there is a risk for severe weather tonight and early Friday that was not really anticipated in earlier forecasts.  The front that was responsible for the severe weather and heavy rain the last couple of days has not pushed through the area.  As an intense upper level weather disturbance approaches the area, moist and more unstable air will spread back north over the region.  Thunderstorms will likely develop toward midnight over northeast Louisiana, southeast Arkansas and western Mississippi, and then spread east across the region through the late night and early morning hours as the cold front finally pushes through the area.  Hail up to the size of golfballs will be the main severe weather risk tonight, but late at night and early Friday morning there will be at least a small risk of damaging winds and tornadoes, primarily southeast of the Natchez Trace Parkway.

Weekend Closure of Chain Bridge. Work Delayed by Inclement Weather Now Rescheduled.

The District Department of Transportation (DDOT) is advising motorists that it plans to completely close the Chain Bridge on the weekend of March 12-15 for reconstruction work on the bridge deck, approaches and structural steel beams. This work was originally scheduled for late January and early February but was delayed by multiple snow storms and sub-freezing temperatures.

Weather permitting, Chain Bridge will be closed from 8 pm on Friday, March 12 until 5 am on Monday, March 15.

There will be no access to the bridge from either the District or Arlington. That includes cyclists and pedestrians because the sidewalk will also be closed.

Thru traffic on Canal Road will not be obstructed, but motorists will not be able to turn onto Chain Bridge.

Motorists are advised to use alternate routes and river crossings including the American Legion, Key, Roosevelt, Memorial and 14th Street Bridges.

Variable Messages Boards will be in place to warn drivers of the work ahead and re-direct them to alternative routes.

Crews will be pouring new concrete and the bridge closures are necessary to give the concrete time to properly strengthen. Workers will also be replacing the expansion joints and streetlights on the bridge. To complete the work, additional weekend closures may be necessary later this month.

The project began on June 1, 2009. It was originally anticipated that the work on the bridge deck would be completed in late January, but the schedule has been significantly impacted by the severe weather this winter. smj/OEM

If you see mountain lions DO NOT APPROACH THEM, especially one that is feeding or with kittens. Most mountain lions will try to avoid confrontation.

Here are a few tips:

Avoid hiking or jogging when mountain lions are most active—dawn, dusk, and at night.

Keep a close watch on small children.

If you encounter mountain lions, do not run; instead, face the animal, make noise and try to look bigger by waving your arms; throw rocks or other objects.

Dear Caltrain Neighbor:
Following on the San Mateo County Grade Crossings Improvement
Project, Caltrain will be reconstructing the pavement and track
at three railroad crossings in Burlingame and San Mateo over the
course of 10 weeks, beginning Friday, March 12, 2010.

The work will go from north to south, beginning at Peninsula
Avenue, then to Villa Terrace and finally Bellevue Avenue. The
intersections will be closed during the construction period.
Electronic message boards will be used to direct traffic around the
closed intersections.

For the reconstruction of Peninsula Avenue, the work will take place
over the course of two full weekends. Work will go from 8 p.m.
Friday, March 12 to 6 a.m. Monday, March 15, and again during the
same times from Friday, March 19 to Monday, March 22. During
that time, traffi c will be diverted onto Anita Road, Bayswater
Avenue and California Drive.

Neighbors may hear construction noise from concrete-cutting
saws and jackhammers removing concrete, cranes lifting track
panels, heavy equipment moving ballast and trucks placing asphalt.
Portable light towers, powered by a diesel generator, also will be
used for the work. Crews will make every effort to work as quietly
as possible.
